He was one of the two highest officers of the Latvian Army who committed suicide by shooting in the summer of 1940, after the occupation of Latvia. On June 23, 1939, Celmiņš was appointed Chief of the Information Department of the Latvian Army Headquarters, who was engaged in intelligence and counter-intelligence. During the occupation of Latvia on June 17, 1940, the information unit of the Army Headquarters headed by Celmiņš destroyed all records, thus denying the USSR intelligence service access to its operational information. Aware of this, the NKVD began to put pressure on colonel Fricis Celmiņš, who refused to cooperate with the occupying power, and stole his own life on July 24, 1940. As the last officer of the Latvian Armed Forces, he was buried in the Riga Brothers' Cemetery with military honor and in the regalia of the Latvian Army.
